Some Gay/Homosexual men are always complaining about the stigma against them in this world. But most Gay/Homosexual men are allowed to indulge their sexual preferences, (at least in the developed world). Free from imprisonment, mutilation, or castration.

This is not so for thousands of young girls in some African states. They are expected to get their clitoris removed before, or fail to get married altogether. This is a traditional practice, and in some places, the mothers of these young women actually FORCE their girl children to undergo this brutal mutilation of her clitoris.

It is believed that after circumcision the girl would not desire any other man but her husband. But what happens is that after the clitoris is removed surgically, (mostly by some crude tribal midwife or elder woman, with a knife). Some girls bleed profusely afterwards. And some girls even die if the procedure goes badly too.

The circumcised girl is unable to feel or be stimulated sexually after being circumcised. All that she is expected to do, is provide her husband children, and allow him to be sexually satisfied whenever he so desire. Her sexual satisfaction is of no importance to her husband in these cultures.

So Gay men when you are advocating for changes to STIGMA and social ridicule, consider your sisters in Africa who do not have this right, or privilege. Or even the support, mostly in these regions where it is established, and are rigidly enforced!

Who Is Qualified To Speak For The Black American Homosexual Community?

Firstly, Homosexuality in the Black American communities are as varied in concept, as it is in complexion. And it is certainly not homogenous either.

Secondly, I don't know if there is any desire within the Black Homosexual Communities to want someone, or some Role Model for us to aspire to or emulate.

Thirdly, Homosexuals in the Black Homosexual Communities desire different things, different Role Models, and different Support systems.

For example, most of those Homos who are religions freaks, or consider themselves church going Christians, are not inclined to identify with the rest of the Homosexual community. Especially those who are Openly Homosexual.

And would not appreciate the idea or openness to their sexual identity or preferences. They would much prefer it to be left hidden, or operate on the Down Low. Their Christian upbringing or beliefs hinder their ability to accept themselves as Homosexuals, God's children that were created so, and loved for whom they are.

So this guilt will always stalk them whenever such issues like homosexual identity, behavior, and acceptance, comes up.

Finally, Don Lemon's desire or preference for a White or Caucasian lover is his own desire and his own choice. Why should anyone feel offended by his choice of a Lover or Fuck buddy?

No human in his or her right mind can pre-determine who or what ethnic gender he or she will be sexually attracted to. Love and Sexual attraction comes with some very subtle triggers. And it hits you like a thunderbolt, so suddenly that you ask yourself after it happens this question.

Who would have believed that I would be attracted to so and so, or find so and so sexually or physically attractive?

That is life, and the human organism can never be fully comprehended, much less placed in a single category sexually, or otherwise.

So What? Does it make any difference for his personal, public, or working life?

I just don't know! But sometimes I wonder what motivates some of us (especially Black Americans), to feel the need to do this self sexual orientation revelation thing?

The White Gay/Homosexuals mostly feel that it is necessary to do so, for several reasons, that most of us are au fait with. But for Blacks generally, revealing one's sexual orientation or preferences are a totally different thing altogether.

Blacks all over the world still have a hard time acknowledging men who have sex with men as NORMAL behavior. Be it from a religious or cultural perspective, it will always be a big deal for Black men and women alike to accept and appreciate.

So if Don Lemon wants to tell the world about his sexual needs, or desires, that is his choice. But I still cannot see what difference it will make for any Black male or female who are homosexual, closeted, or in denial about it.

To ask a potential Fuck buddy or Lover to show you some validation for his or her HIV status is most ridiculous, to say the least.

Could anyone show validation for HIV, Gonorrhea, Syphilis, Herpes, Hepatitis-A-B-C, and Chlamydia, up to and at that point in time, before you are about to engage in sexual intercourse (of any sort)?

Whenever I see and read such nonsense I wonder why people believe or promote this ridiculous idea?

Is it because the CDC advocates for this position?

Or is it because those who do, lack the intellectual ability to decipher what is sensible and what is nonsensical behavior or enquiry?

Finally, if you intend to indulge in any sexual activity. It is your responsibility to do whatever you feel confident doing with your partner sexually. Regardless of what he/she says to you.

Everyone is liable to be infected with any sexually transmitted disease, regardless of their supposed fidelity, safe practices, or commitment to one partner.

Is is with deep concern and trepidation for those who are Homosexual or Self-identified Homosexuals, and those who prefer to be left alone, or is under cover. To have a fellow citizen and Ugandan, indulge in blackmailing them because he thinks that being homosexual is disgusting, to say the least.

Who gave him the authority to indulge in self-righteousness, or the moral authority to decide who is Good in the eyes of God/Allah, or who should be dammed to Hell or Purgatory?

Gender Preference:

This is a medical precedure that can be done to ensure the preferred Sexual Identity of the unborn fetus. In some countries like China, Japan, and in South Asia. The preference for the Male child is greater, because he will guarantee a handsome DOWRY when he is about to get married. And his parents will not have to worry about their son not being able to get married, because of age or poverty.

Why Are Boys Preferred To Girls In These Cultures?

Historically, as I mentioned above, the male child is expected to care for the entire family unit after marriage. Like careing for the elders, the sick, his parents and grandparents, for as long as they are alive. This is a cultural expectation that all boys are expected to honor. The girls are not expected to do so, because they will be married (supposedly), and that responsibility will be on the shoulders of their husbands.

Does Pre-determining Gender Identity Upset The National Gender Balance?

I believe that it does!
In China currently, after decades of Communist Policy to encourage and financially compensate women for male children. This have created a terrible shortage of females in the general society. In Japan too this phenomenon of Male preference is also creating a serious shortage of females.

Coupled with the ever growing longevity of the elderly. A reversal of National Policy in both societies are being contemplated to reverse the hitherto Gender Preference Policy. And allow for natural selection, or whatever gender nature produces to take place, without medical intervention.

What Are The Dis-advantages And Advantages Of Gender Selection?

In countries that have allowed gender pre-determination to occur, the males are enjoying this societal privilege, at the general expense of their female counterparts. Some males get married after paying a very meagre dowry.

While the Girl's family have to come up with whatever cost or Dowry the Male match asks for or demands. And when you are poor, with several daughters to be married. This can be devastating for that family. Many end up killing their female born, or selling them to anyone who is willing to pay for domestic help in their homes for a contracted period, or forever!

Homosexuality Within The Caribbean!

Homosexuality or Men and Women Loving or Having Sex With their own Gender, have been the reality within this region for decades, or long before I was born, and will contnue to be a reality long after I am gone. Christianity with all of it's prejudices have been the modus operandi which was always used to ridicule this fact as a plague that had to be eradicated or quarantined. But yet, many Christian converts, preachers, nuns, and pastors alike are knowingly living a closeted homosexual life, while a the same time, castigating it as Sinful or Abominable.

The decision to castigate homosexuals/lesbians in this region, is one method used by the Self-righteous among us, (Christians and Non-Christians alike), to make Homosexuals feel Guilty, Ashamed of their sexuality, and indulge in Underground Sexual activities, which are oftentimes very harmful and lethal to their personal safety, livelihood, and self image.

Is Homosexuality A personal Choice or Genetic?

Homosexuality is currently accepted within socio/psychological disciplines as genetic. One is born with the genes that makes the individual sexually attracted to another of his or her own gender. This is as normal as someone who finds someone of the opposite gender sexually appealing.

Religion has no Authority or Right to determine who has the right to be so-called Normal, Heterosexual, or Evil. These Christian. Islamic, or other religious views were coined to castigate those that did not, or does not confirm to the rules of that or those religions, from time immemorial.

Homosexuals Have Rights Too:

All Homosexuals have rights too, that must be respected within all societies. And if any legislation is enacted to castigate, imprison, behead, whip, or imprison homosexuals/lesbians. That society and law MUST be Abhorred, and stringent efforts made by all concerned citizens to ensure that it is rescinded or repealed.

Personal blackmail or slander against any homosexual/lesbian MUST be challenged in a Court Of Law, and the accuser made to explain therein his/her reason for so doing.

Freedom Of Speech is also a right for every individual. But it does not give anyone the right to indulge in blackmail, in order to defame, denigrate, or castigate any individual/s within that society, or from enjoying the personal safety, privacy, social standing, or respect he/she deserves.

Aid donors had put pressure on the government to free the pair A gay couple jailed in Malawi after getting engaged have been pardoned by President Bingu wa Mutharika.

Mr Mutharika, speaking as UN chief Ban Ki-moon visited his country, said he had ordered their immediate release.

Steven Monjeza and Tiwonge Chimbalanga were given 14-year jail terms earlier this month after being convicted of gross indecency and unnatural acts.

The case has sparked international condemnation and a debate about homosexuality in the country.

Mr Ban hailed the president's decision as "courageous".

"This outdated penal code should be reformed wherever it may exist," he said.

The BBC's Karen Allen, in Lilongwe, says Mr Ban is trying to put pressure on parliamentarians to reform anti-homosexuality laws that date back to colonial times.

'Culture of hate'

Correspondents say Malawi is a deeply conservative society where religious leaders equate same-sex liaisons with Satanism.

The president has certainly gone against public opinion in pardoning the gay men. What we have seen recently is a boldening of public opinion against gay rights.

But this issue is causing friction between Western governments and several African nations which have similar legislation.

It will be interesting to see what the reaction is on the rest of the continent. There is talk of constitutional change in a number of countries across Africa which, theoretically at least, could see gay people protected.

But so far, South Africa is the only country on the continent to legislate for gay rights. If public opinion does not change, it is unlikely many other countries will follow their lead.
Mr Mutharika, who has in the past dismissed homosexuality as alien, said he had set them free on humanitarian grounds.

"In all aspects of reasoning, in all aspects of human understanding, these two gay boys were wrong - totally wrong," he said after meeting Mr Ban.

"However, now that they have been sentenced, I as the president of this country have the powers to pronounce on them and therefore, I have decided that with effect from today, they are pardoned and they will be released."

Monjeza, 26, and Chimbalanga, 20, were arrested in December 2009 after celebrating their engagement. They have been in custody ever since.

Their lawyers say the two men are likely to be freed by Monday.

Our correspondent says there are plenty of people who were not sorry to see the men go to jail, many of whom will be slightly puzzled at the president's announcement.

Gift Trapence, from the campaign group Centre for the Development of People, welcomed the decision.

"We're very happy and we praise the president for his maturity, but there is still a long way to go to end the culture of hate," he said.

External pressure

Aid donors and human rights groups have been putting pressure on his government to respect the rights of minority groups.

The UK government, Malawi's biggest donor, said it was dismayed by the sentencing, and the US labelled it a step backwards for human rights.

On Saturday, British popstar and Aids campaigner Sir Elton John wrote an open letter to Mr Mutharika in the UK's Guardian newspaper pleading for the release of the pair.

"Their trial and harsh sentencing will have a perilous effect on our continuing efforts to combat Aids in Malawi and potentially reverse the gains we have achieved," he said.

The two men were convicted under a law dating back to colonial rule by Britain.

Many of Britain's former colonies have similar laws outlawing homosexuality; India overturned its anti-homosexuality law last year.

In Uganda, MPs are debating whether to strengthen the laws to include the death penalty for some gay people - a move which has infuriated Western governments and rights campaigners.

Every time I see a music video showing half naked so-called beautiful women and men showing lots of skin, in a seductive manner. I wince in disgust because I realize that these men and women in real life, are not in the least representative of Good and Pleasurable sex or sexual activity.

In the USA, SEX is still taboo in most communities. People don't ever discuss this at home, with their children, or even peers, unless it has to do with some depravity, rape, incest, pedophilia, or pornographic seduction. Sex is still perceived as A DIRTY thing. Americans even refer to it as Doing The Nasty. Well, that says it all!

Sex For Pleasure Or Sex For Release:

I often wonder how many people really and truly enjoy sexual intercourse whenever they are able to get some. And I wonder if there is enough time in that moment to truly explore one's true emotions and feelings of Pleasure. And if at the conclusion, you ask yourself was it worth the effort?

Or was it so self-centered, that you couldn't care less if the other party felt any pleasure, or enjoyed that activity with you. Because you indulged your desire to some degree, and it was good as you could possible expect it to be?

Is Sexual Intercourse Something Good & Pleasurable For You?

Some people (globally), still feel that sex if strictly for procreation purposes only. And women were created to facilitate this activity for men. And the men in some cultures expect them to accommodate them sexually, but not enjoy the activity themselves, less they are perceived as whores, and may tend to look at other men for sexual pleasure.

This is unfortunate, because humans are not genetically programmed to indulge in sexual activity according to some mating season. We are inclined to indulge in sexual activities (of all sorts), regardless of the time or day such desires or needs compel us to act.

So Why Are We So Paranoid About Sex?

Religion, Culture, and Male domination are all part of this dilemma, and it is not getting any better. In fact, with the current surge in Islamization within Muslim countries. Sexual activity (especially for women), is being monitored, regulated, and censored on an increasing scale. While the men RAPE women and Men alike with impunity.

Gays In The US Military's Acceptance Is Long Overdue!

President Obama has stated that he is prepared to repeal this institutional dilemma. Just as soon as the Congress convenes an enquiry into the actual possibility of this repeal becoming a reality. And it could not have been too soon to act upon this long overdue and ridiculous rule, that was imposed upon Americans, willing, ready, and qualified to serve their country.

Historical References:

As a former member of a par-military organization, I can attest to the reality of those who are Homosexual, Bisexual, or Confused, in these institutions. And how they are perceived, dealt with, and get along with others therein.

When men in large numbers are placed in confined spaces like Barracks, Camps, or Regiments, they eventually get very acquainted with each other. To a point where individuals elect to seek out buddies for friendships, partners, or simply with those whom they feel akin with. That is a natural thing with men in most situations. And Barrack rooms are no different.

It is also quite possible that any individual with a certain sexual preference will be detected or observed by some around him or her. But more often than not, no one says anything, (at least in his/her face), about that observation or discovery.

Buddies also poke fun of each other's idiosyncrasies or oddities from time to time. This is quite normal in such situations. We all bug each other sometimes in joviality, or at the recreational facility, or drill square. This is all taken in good faith by most.

But what we hold dear, is that we are all buddies, and what anyone does in his/her private life, is his/her own business. Even when we bug him/her about it.

Institutional Prejudices:

The US military historically, have been recruiting (in the main) individuals from the Appalachian regions, the Outback, and the so-called Bible belt. These places tend to have lots of people who consider themselves Evangelicals. And this group of people have strong views about Homosexuality and God's will, or what they perceive as wrong in the eyes of Their God.

These individuals tend to make the military a career. In fact they tend to stay there for a long time, and become a vital part of the institution's mindset. Because they invariably get promoted to the higher ranks. The White supremacists are also part of this institution. And they too come for the above regions (more or less).

These individuals have very strong and self-opinionated views about what is God's Will, or Right & Wrong. And they do not hesitate to let it be known whenever possible.

Breaking The Barrier:

So removing the mindset/barriers in this institution may be a bit dicey, but it can be done. Especially now that the national commonweal seem to accept the fact that Gays (open or closeted), pose no risk to anyone. Least of all the military. Because they were always there, in War & Peace, Fighting and Dying on every battlefield that the US forces have been involved in.

And are always ready to serve their country if or when called upon to do so. Regardless of how they are perceived therein.

It is common knowledge that White or Caucasian men go to Eastern Europe, Malaysia, Singapore, Thailand, and other places, where there are lots of homeless children or street children to seek sexual favors, and to make sexual slaves of. They are everywhere, and are extremely aggressive in their pursuits of children of both genders, and from anywhere they can access them.

They are Devils who wear robes of various persuasions. Some are with Churches, others with Cults, others act Solo, and others are Organized Crime organizations that operate globally.

HAITI:

This country has undergone a terrible natural disaster, and the kind of scenario that predators like those cited above operate in. This gives them ample opportunity to disguise their true intent, and exploit the situation. While everyone around them is too busy to notice anything suspicious.

They come into situations like this one as Church workers, Outreach movements, and use emotional pronouncements to portray their clandestine intentions. Fooling those who lack the experience, is ignorant about these matters, and gullible for the so-called help they seem to bring to the situation

JUSTICE:

I will be monitoring how they will be treated by the US Justice System, when their Day In Court arrives. If they are allowed to walk away free of any punishment, if found guilty. Then the ENTIRE world MUST voice resentment vehemently.

ATTENTION.

The GOLDEN GIRLS:

This group/show was recommended for Gay Youth's viewing. However, these are Older Heterosexual women with heterosexual women's issues. And I don't see how beneficial it is, or would be for Gay or Homo youth period.

THE CAST:

To my mind, the cast of actors were not serious enough to come across as Educators for Gay youth. I feel that if you are going to explain Gay life and Life Style, some seriousness and maturity is absolutely necessary, in order to be believed, or listened to.

DRINKING LIMITS.

Most Gay youths experiment with alcohol, drugs, and cigarettes. This is also the case with Heterosexual youths too. However, most youths are unable to fully comprehend their drinking ability, or consumption levels very early in the experience.

Some or most of us have to experience vomiting, drunkenness, or embarrassment from being drunk, for us to take note.

And this varies from individual to individual. However, it is always wise that when you go out to Party, have someone within the group that does not drink. Or elect to be responsible or ensure, that everyone gets home safely.

SELF PROTECTION:

Socially contracted diseases are everywhere. It has been there for centuries, and will be with humans until this planet is destroyed or burns out. However, it is in everyone's health interest to educate yourselves about HIV, and other Socially Transmitted diseases.

Using a condom for Anal Sex is Absolutely necessary at all times. Regardless of the relationship with the other person. You are totally responsible for your own life.

It also seems to be the trend to indulge in Bareback Sexual Intercourse these days. I know of many who do so, and have their reasons and explanations.

I say, To Each His Own. But I prefer to play safe!

Finally, it was a very good attempt to relate or communicate with Gay Youth in their own language, and as informal as you tried to make it.

Keep advocating for all in the life!

Someone Desirable To Behold!

This morning as I was walking down the street in my neighborhood, after having breakfast at the local Dunkin Donut shop. I saw what to me was young man, possibly between the ages of 18 to 25, walking slowly on the street. He was to me good looking, slim, of mixed or Latin in complexion or ethnicity. And quite aware that he was being admired by other men, for his good looks too.

But he gave mixed signals with his body language. You know the kind of attitude some men show when they are good looking.

His walk was deliberately slow, and casual. But his attitude was pretentious, as though he was telling his onlookers, you can look as much as you like, but I am not available. But his gait, pace, and overall body language says, "I may be interested in meeting someone, maybe for a price too."

This kind of conflicting body language that most men and women allow themselves to portray, (deliberately or not), does not help them attract the kind of men or women they would prefer to meet. But most don't know it (it seems).

Because like attracts like. And if you show a negative attitude in your body language, or one that seems to say, I am not available, when it is quite the opposite with you. Then people are confused, and like me, will not bother to approach or get your eye contact, for fear that you would pretend not to be interested.

Or become verbally, obnoxiously aggressive, and hostile, if I do approach you.

This has happened to lots of men (mostly), that it makes us very fearful (not shy, but fearful) to approach someone we find physically appealing most times. And this individual was one of those that I couldn't approach, because of his body language and attitude!

However, I do not have a solution to offer my readers, but I will say this.

Follow your impression or instinct. The first gut feeling you get about someone you find appealing, and want to approach, is the one to follow.

If it says 'not this one Homie.' I strongly suggest you listen to it. Because if you do not, you may be disappointed!

THE ANTI HOMOSEXUALITY BILL-UGANDA- 2009!

MEMORADUM

1.1. The principle

The object of this Bill is to establish a comprehensive consolidated legislation to protect the traditional family by prohibiting (i) any form of sexual relations between persons of the same sex; and (ii) the promotion or recognition of such sexual relations in public institutions and other places through or with the support of any Government entity in Uganda or any non governmental organization inside or outside the country.

This Bill aims at strengthening the nation’s capacity lo deal with emerging internal and external threats threats to the traditional heterosexual family.

This legislation further recognizes the fact that same sex attraction is not an innate and immutable characteristic.

The Bill further aims at providing a comprehensive and enhanced legislation to protect the cherished culture of the people of Uganda, legal, religious, and traditional family values of the people of Uganda against the attempts of sexual rights activists seeking to impose their values of sexual promiscuity on the people of Uganda.

There is also need to protect the children and youths of Uganda who are made vulnerable to sexual abuse and deviation as a result of cultural changes, uncensored information technologies, parentless child developmental settings, and increasing attempts by homosexuals to raise children in homosexual relationships through adoption, foster care, or otherwise.

2.1. Defects in existing law.

This proposed legislation is designed to fill the gaps in the provisions of other laws in Uganda e.g. the Penal Code Act Cap. 120. The Penal Code Act (Cap 120) has no comprehensive provision catering for anti homosexuality. It focuses on unnatural offences under section 145 and lacks provisions for penalizing the procurement, promoting, disseminating literature and other pantographic materials concerning the offences of homosexuality hence the need for legislation to provide for charging, investigating, prosecuting, convicting and sentencing of offenders.

This legislation comes to complement and supplement the provisions of the Constitution of Uganda and the Penal Code Act Cap 120 by not only criminalizing same sex marriages but also same-sex sexual acts and other related acts.

3.0. The objectives of the Bill

The objectives of the Bill are to:

(a) provide for marriage in Uganda as that contracted only between a man and a woman;

(b) prohibit and penalize homosexual behavior and related practices in Uganda as they constitute a threat to the traditional family;

(e) prohibit ratification of any international treaties, conventions, protocols, agreements and declarations which are contrary or inconsistent with the provisions of this Act;

(d) prohibit the licensing of organizations which promote homosexuality.

3.1. Part I of the Bill incorporating clause 1 provides for preliminary

mailers relating to interpretation of the words and phrases used in the Bill.

3.2. Part II of the Bill incorporating clause 2 to 6 prohibits homosexuality and related practices by introducing the offences of engaging In homosexuality, and the penalties of imprisonment upon conviction. This plan also provides for protection, assistance and support for victims of homosexuality.

3.3. Part III of the Bill incorporating clause 7 to clause 14 creates offences and penalties for acts that promote homosexuality, failure to report the offence and impose a duty on the community to report suspected cases of homosexuality.

3.4. Part IV of the Bill incorporating clause 15 to clause 17 provides for the jurisdiction of Uganda Courts in case of Homosexuality, including extra territorial jurisdiction.

3.5. Part V of the Bill incorporating clauses 18 and 19 provides for miscellaneous provisions on International Treaties, Protocols. Declarations and conventions and the Minister to make regulations to give effect to the Act.

ENTITLED
THE ANTI HOMOSEXUALITY ACT, 2009.

An Act to prohibit any form of sexual relations between persons of the same sex; prohibit the promotion or recognition of such relations and to provide for other related matters.

BE IT ENACTED by Parliament as follows:

PART I — PRELIMINARY.

I. Interpretation.

In this Act. unless the context otherwise requires –
"authority" means having power and control over other people because of your knowledge and official position; and shall include a person who exercises religious. political, economic or social authority;
"bisexual" means a person who is sexually attracted to both males and females;

"child" means a person below the age of 18 years:
"currency point" has the value assigned to it in the Schedule to this Act;
"disability" means a substantial limitation of daily life activities caused by physical. mental or sensory impairment and environment barriers resulting in limited participation;

"felony" means an offence which is declared by law to be a felony or if not declared to be a misdemeanor is punishable without proof of previous conviction, with death or with imprisonment for 3 years or more.;
"gay"" means a male person who engages in sexual intimacy with another person of the same sex;

"‘gender"" means male or female;

"HIV" means the Human Immunodeficiency Virus;
"homosexual"‘ means a person who engages or attempts to engage in same gender sexual activity;

"homosexuality"’ means same gender or same sex sexual acts;
"lesbian" means a female who engages in sexual intimacy with another female;

"Minister’" means the Minister responsible for ethics and integrity;
"misdemeanor" means an offence which is not a felony;
"serial offender" means a person who has previous convictions of the offence of homosexuality or related offences;

"sexual act" includes –

(a) physical sexual activity that docs not necessarily culminate in intercourse and may include the touching of another’s breast, vagina, penis or anus:

(b) stimulation or penetration of a vagina or mouth or anus or any part of the body of any person, however slight by a sexual organ;

(c) the unlawful use of any object or organ by a person on another person’s sexual organ or anus or mouth;
"sexual organ" means a vagina, penis or any artificial sexual contraption;
"touching" includes touching—

(a) with any part of the body;

(b) with anything else;

"victim" includes a person who is involved in homosexual activities against his or her will.

PART II — HOMOSEXUALITY AND RELATED PRACTICES.

2. The offence of homosexuality.

(1) A person commits the offence of homosexuality if-

(a) he penetrates the anus or mouth of another person of the same sex with his penis or any other sexual contraption;

(b) he or she uses any object or sexual contraption to penetrate or stimulate sexual organ of a person of the same sex;

(e) he or she touches another person with the intention of committing the act of homosexuality.

(2) A person who commits an offence under this section shall be liable on conviction to imprisonment for life.

3. Aggravated homosexuality.

(1) A person commits the offense of aggravated homosexuality where the

(a) person against whom the offence is committed is below the age of 18 years;

(b) offender is a person living with HIV;

(d) offender is a person in authority over the person against whom the offence is committed;

(e) victim of the offence is a person with disability;

(f) offender is a serial offender, or

(g) offender applies, administers or causes to be used by any man or woman any drug, matter or thing with intent to stupefy overpower him or her so as to there by enable any person to have unlawful carnal connection with any person of the same sex,

(2) A person who commits the offence of aggravated homosexuality shall be liable on conviction to suffer death.

(3) Where a person is charged with the offence under this section, that person shall undergo a medical examination to ascertain his or her HIV status.

4, Attempt to commit homosexuality.

(1) A person who attempts to commit the offence of homosexuality commits a felony and is liable on conviction to imprisonment seven years.

(2) A person who attempts to commit the offence of aggravated homosexuality commits an offence and is liable on conviction to imprisonment for life.

5. Protection, assistance and payment of compensation to victims of homosexuality.

(1 ) A victim of homosexuality shall not be penalized for any crime commuted as a direct result of his or her involvement in homosexuality.

(2) A victim of homosexuality shall be assisted to enable his or her views and concerns to be presented and considered at the appropriate stages of the criminal proceedings.

(3) Where a person is convicted of homosexuality or aggravated homosexuality under sections 2 and 3 of this Act, the court may, in addition to any sentence imposed on the offender, order that the victim of the offence be paid compensation by the offender for any physical, sexual or psychological harm caused to the victim by the offence.

(4) The amount of compensation shall be determined by the court and the court shall take into account the extent of harm suffered by the victim of the offence. the degree of force used by the offender and medical and other expenses incurred by the victim as a result of the offence.

6. Confidentiality.

(1) At any stage of the Investigation or trial of an offence under this Act, law enforcement officers, prosecutors, judicial officers and medical practitioners, as well as parties to the case, shall recognize the right to privacy of the victim.

(2) For the purpose of subsection (I), in cases involving children and other cases where the court considers it appropriate. proceedings of the court shall be conducted in camera, outside the presence of the media.

(3) Any editor or publisher, reporter or columnist in case of printed materials. announcer or producer in case of television and radio, producer or director of a film to case of the movie industry. or any person utilizing trimedia facilities or information technology who publishes or causes the publicity of the names and personal circumstances or any other information tending to establish the victim’s identity without authority of court commits an offence and is liable on conviction to a fine not exceeding two hundred and fifty currency points.

7. Aiding and abating homosexuality

A person who aids, abets, counsels or procures another to engage in acts of homosexuality commits an offence and is liable on conviction to imprisonment for seven years.

8. Conspiracy to engage in homosexuality.

A person who conspires with another to induce another person of the same sex by any means of false pretence or other fraudulent means to permit any person of the same sex to have unlawful carnal knowledge of him or her commits an offence and is liable on conviction to imprisonment for seven years.

9. Procuring homosexuality by threats, etc.

(1) A person who–

(a) by threats or intimidation procures or attempts to procure any woman or man to have any unlawful carnal knowledge with any person of the same sex, either in Uganda or elsewhere;

(b) by false pretences or false representations procures any woman or man to have any unlawful carnal connection with any person of the same sex, either in Uganda or elsewhere; or

(2) A person shall not be convicted of an offence under this section upon the evidence of one witness only, unless that witness is corroborated in some material particular by evidence implicating the accused.

10. Detention with intent to commit homosexuality.

A person who detains another person with the intention to commit acts of homosexuality with him or herself or with any other person commits an offence and is liable on conviction for seven years.

11. Brothels.

(1) A person who keeps a house, room,set of rooms or place of any kind for the purposes of homosexuality commits an offence and is liable on conviction to imprisonment for seven years.

2) A person being the owner or occupier of premises or having or acting or assisting in the management or control of the premises, induces or knowingly suffers any man or woman to resort to or be upon such premises for the purpose of being unlawfully and carnally known by any man or woman of the same sex whether such carnal knowledge is intended to be with any particular man or woman generally, commits a felony and is liable on conviction to imprisonment for five years.

12. Same sex marriage.

A person who purports to contract a marriage with another person of the same sex commits the offence of homosexuality and shall be liable on conviction to imprisonment for life.

13. Promotion of homosexuality.

(1) A person who –
(a) participates in production. procuring, marketing, broadcasting, disseminating, publishing pornographic materials for purposes of promoting homosexuality;

(b) funds or sponsors homosexuality or other related activities;

(d) uses electronic devices which include internet, films, mobile phones for purposes of homosexuality or promoting homosexuality and;

(e) who acts as an accomplice or attempts to promote or in any way abets homosexuality and related practices; commits an offence and is liable on conviction to a line of live thousand currency points or imprisonment of a minimum of five years and a maximum of seven years or both fine and imprisonment.

(2) Where the offender is a corporate body or a business or an association or a non-governmental organization, on conviction its certificate of registration shall be cancelled and the director or proprietor or promoter shall be liable on conviction to imprisonment for seven years.

14. Failure to disclose the offence.

A person in authority, who being aware of the commission of any offence under this Act, omits to report the offence to the relevant authorities within twenty-four hours of having first had that knowledge, commits an offence and is liable on conviction to a fine not exceeding two hundred and fifty currency points or imprisonment not exceeding three years.

PART IV — JURISDICTION

15. Jurisdiction.

Save for aggravated homosexuality that shall be tried by the High Court, the magistrates court shall have jurisdiction to try the other offences under this Act.

16. Extra- Territorial Jurisdiction.

This Act shall apply to offenses committed outside Uganda where –

(a) a person who, while being a citizen of or permanently residing in Uganda, commits an act outside Uganda, which act would constitute an offence under this Act had it been committed in Uganda; or

(b) the offence was committed partly outside and or partly in Uganda.

17. Extradition.

A person charged with an offence under this Act shall be liable to extradition under the existing extradition laws.

PART V — MISCELLANEOUS.

18. Nullification of inconsistent international treaties, protocols, declarations and conventions.

(1) Any International legal instrument whose provisions are contradictory to the spirit and provisions enshrined in this Act, are null and void to the extent of their inconsistency.

(2) Definitions of "sexual orientation", "sexual rights", "sexual minorities", "gender identity" shall not be used in anyway to legitimize homosexuality, gender identity disorders and related practices in Uganda.

19. Regulations.

The Minister may, by statutory instrument. make regulations generally for better carrying out the provisions of this Act.

This seems to be the concern of many in the media, the Online Social networks, and in some Yahoo Groups too.

However, does it really matter in this day and age, whether he is Gay or not? Or because he is a revered celebrity, some fans are not cool with that reality, (be it so or not)?

I have found from my experience in dealing with men from all walks of life, that most Good looking or extremely Handsome men are inclined to be Bisexual, or have bisexual inclinations. This may be because the Female Aspect of their genetic makeup is more obvious, and could be targeted more easily.

Or it could be that Good looking or Handsome men are genetically more sensitive in nature. Whatever it is, does not really matter?

And I also believe that when an individual can accept or express his Female Side, and feel comfortable with it, or not feel that he is odd or Un-masculine. That individual to my mind, is comfortable with his Sexuality.

President Obama signed a Federal Law which expanded hate crimes legislation into law Wednesday, drawing praise from his attorney general and a tearful response from Judy Shepard, the mother of Matthew Shepard, a 21-year-old Wyoming college student who was killed in 1998 because he was gay.

Making it a crime for anyone harassing, killing, or discriminating, against any Gay/Homosexual, Lesbian, Transgender, or Transexual person. (October 28-2009).

President Barack Obama signed expanded hate crimes legislation into law Wednesday, drawing praise from his attorney general and a tearful response from Judy Shepard, the mother of Matthew Shepard, a 21-year-old Wyoming college student who was killed in 1998 because he was gay.

“After more than a decade of opposition and delay, we’ve passed inclusive hate crimes legislation to help protect our citizens from violence based on what they look like, who they love, how they pray or who they are,” Obama said at an East Room signing ceremony for the legislation, which was part of the 2010 defense appropriations bill.

Obama also lauded the work that the late Sen. Ted Kennedy (D-Mass.), whose widow and children were in the audience, did over the years on the hate crimes legislation. As she left the ceremony, Vicki Kennedy said of her late husband: “I imagine that he’s smiling.”

Attorney General Eric Holder called the new law “the next great civil rights bill.” “This is a great tool for the Justice Department, and I think significantly improves the quality of life for people with disabilities, for women and for gay and lesbian Americans,” Holder said as he exited the East Room. Holder said the new law will allow the Justice Department to probe more allegations of hate crimes and to assist state and local prosecutors with investigations of theirs.

Obama said he had promised Judy Shepard, when he met with her in the Oval Office in May, that the day would come when he signed legislation named after her son into law. Shepard said afterward that it means “everything” to her family and that she hopes “what happened maybe won’t happen again.” “This is just the first step. We have a lot to do that’s left. We need to be grateful for this and move on,” Shepard said as her husband, Dennis, and son, Logan, stood nearby. “I just can’t even tell you how great it feels.”

This debate does not explain fully how disease is sexually transmitted. And how the suggestion that Circumcism will be of any help.

However, here is my TAKE on this issue.

* Male Genital Circumcism does NOT prevent HIV or any other sexual disease transmission.

* Herpes, Gonorrhea, Syphilis, and other sexually transmitted diseases can also be contracted regardless or whether the male is circumcised or not.

And finally, HIV is not the only disease that is LETHAL. Syphilis is also lethal if it goes undetected and untreated for a lengthy period of time.

So those who advocate for the Circumcism of all males are ignorant of the TRUE reality, and how diseases are transmitted sexually.

It has always been, and possibly will always be the modus-operandi, for Gay men seeking love and sex, to visit the Bars.

Yes, that is a tried and tested venue for at least meeting potential Fuck Buddies, or a Hook Up.

However, with the advent of The Internet, Internet dating and other Social Networking Internet sites.

The Gay Clubs seem to be getting less importance these days.
WHY, because some of us older and younger seem to feel that the Internet provides variety, more access, or even makes it possible to connect to more individuals, that one may never be able to personally, at any Bar.

However, the Internet is very IMPERSONAL, and not every face, personal profile, or overture, means Sincerity, Safety, or Compatibility.

There are more Risks of getting Killed, Injured, Mugged, or Disappointed with Internet dating, than with the traditional Face To Face approach.

Some Internet dating may bring you a Quick Lay, but I find that it does not allow you to scrutinize your desired partner physically, and very often when you meet, he does not appear according to his photo or personal specifications. And you end up being very disappointed, after so many chats, and photo sharing exercises with him.

Another disappointment is that most Internet Photos are not Current to the moment. And in order to be attracted or appealing to me (personally), you have to be just that- PHYSICALLY APPEALING!

However, all is not lost with Internet Solicitation or even Cruising!

It makes for good practice, some conversation, and even some surprise.

The same Frivolities, Pettiness, Selfcenteredness, and Vanity, that is expressed on the Streets, the Clubs, the Bars, and elsewhere, are also expressed on The Internet too.

It is high time that this distinction be made quite clear to the Gay Communities, and the rest of the world. Because there are salient differences in life styles, sexual conduct/activities, political awareness and advocacy.

The Gay Identified Community:

When the GAY concept was generally introduced and accepted, it was based upon the following beliefs and political issues!

* Those Homosexual men and women who chose to be OPEN with their sexual preferences and sefl-identity as such.

* Those openly Homosexual men and women who decided that it was absolutely necessary for our
communities concerns, be heard by our political representatives at the City, State, and Federal levels.

* Those Homosexual men and women who self-identify as Gay, decided also to become physical with their advocacy for Funding for people living with HIV/AIDS.

* Gay men who need medical coverage or assistance for most or all of their health needs, that the rest of society was getting, accessing, or was entitled to.

* And it was the concern of those Homosexual men and women who were infected with the HIV virus, to ensure that their positive brothers and sisters get housing, medicare, health coverage, and medications for the treatment or prevention of the spread of HIV, especially Prevention Education, Condom Distribution, and Needle Exchange Equipment and Distribution centers.

* And finally to ensure that our concerns are heard and represented at every level of the political process or hierarchy, to ensure parity, inclusion, and the continual awareness of our concerns nationally.

All of the above issues and concerns are still being addressed by Gay and Homosexual men and women across the spectrum of our many and varied communities.

But it would be GROSSLY unfair, or Dis-respectful for Gay men who indulge in SEX FOR Pay or PROSTITUTION, to be identified with our communities, or our concerns, for the following reasons.

* Homosexual men or women who use their bodies for sexual favors or money, does not fit the profile above established
for GAY men.

* Homosexuals who indulge in Prostitution full time, or part time, do not fit the Gay men's profile either.

Because the men and women do so strictly for money, could not care less for the issues that impact or of concern for the larger Gay communities, because those issues are not in their commercial or financial interests.

And to use the Gay community, as a means to garner help, support, protection, or political benefits, is presumptuous, harmful, parasitical, and usurping.

FINALLY:

Gay men who have fought for the freedom to Love whomever they chose, Marry whomever the chose, Sleep with whomever they chose, Hangout with whomever they chose, will not COMPROMISE our political achievements or benefits, with PROSTITUTES and SPONGES among us, masquerading as Gay men!

Ever since the advent of the HIV virus, the current spread, and prevention education are being used in-effectively. I would like to offer some points or new approaches to solve this national dilemma.

Heterosexuals:

Those who Sef-identify as such, and are sexually attracted to the female gender only.

Bisexuals:

Those who Self-identify as such, but are sexually attracted to both genders.

Homosexuals:

Those who Self-identify as such, and have sexual intercourse with both male and females, by choice and desire.

GAYS:

Those who Self-identify as such, and are MOSTLY attracted for sexual intercourse with the male gender, and may not be inclined to indulge in sexual intercourse with females.

Sex Workers:

Those who Self-identify as such, and obtain money or other gifts, for sexual favors. Be it sexual intercourse, done by visual means, oral, verbal, anal, vaginal, or by submission.

Escorts:

Those who so Self-identify as such, may be aligned with an agency, that pays them a commission for every client provided them. Or prefer to be employed with an agency that provides discreet clients of a certain calibre,financial status, and social standing.

DL (Down Low):

Those who Self-identify as such, and indulges in sexual intercourse with both male and females. Some of these men may be married, un-married, have children or not, and prefer to operate covertly. For fear of social reprisals from friends, co-workers, relatives, his family, or the immediate community he resides in.

Versatile:

Those who Self-identify as such, may prefer any sexual activity that he enjoys. Certain fetishes that are socially stigmatized, tend to be some of these men's tastes and desires. Such men are sometimes categorized within the Out Gay community as "Bottoms."

Because most of these men enjoy sexual intercourse via being penetrated via the rectum, or penetrating his partner via the rectum. This category tends not to have most sexual hangups like others do. They are more interested in sexual pleasure as the ultimate goal.

Packaging Prevention Education:

With the above categories explained, I shall venture to explain how this prevention education package aught to be prepared, and sold to the community at large.

Very often men tend to go to FORA where he feels socially acceptable, affinity, and in keeping with his own concept of male or machismo images. If the environment does not confirm to his own image of himself sexually, then he will not want to be seen going there, or associating with that forum either.

For they cater to the Gay communities, that provides STD, HIV, and STI's prevention education, are not the fora that will attract self-identified Heterosexuals, Bisexuals, or the Down Low types. This is commonly so, because of obvious reasons. Therefore, those of us who provide such education or facilities MUST re-think or re-package this information to suit their clientele, in a realistic and practical manner.

Solely catering to the City, State, or Federal modules or categories, may not work in a constantly changing environment. And will not, as history has shown, give us adequate results that would make funding and prevention worthwhile.

Therefore, if all of the above sexual categories could be placed into ONE PACKAGE, and specifically targeted to MEN generally, (without any sexual preferences or identity). This new and realistic approach might very well bear more fruit in the end.

Hitherto, the White represented Gay-Lesbian & Transgender communities have been in the forefront for policy changes in Washington. When the Bill Clinton presidency came into vogue, it was felt that he was more sympathetic to Gay and Lesbian issues, pertaining to justice, equality, HIV & AIDS funding, (except for marriage concerns), as same gender loving communities.

Bill Clinton did not have a full democratic congress and senate majority to govern. So heavy compromises had to be accommodated. Which brings to mind the Bill "Don't Ask-Don't Tell" legislation. The witch hunt within the military subsequently. And the revamped Immigration bill that he inherited and remade to please certain interests. Much to the demise of a growing population of the un-documented, and those who were waiting in line for years to be called up for the Green card for Legal Status.

Hillary Clinton had his back all throughout those two terms in office!
When Bill Clinton left the White House, the rich was richer, wall street investors became moguls overnight, and the middle class felt a bit comfortable with the crumbs that was thrown to them while he was in office.

With the advent of George W. Bush's administration, his war on terror after the twin towers disaster, and his position on Pre-emptive military action against those the USA felt threatened by, or perceived threatened by, became the new foreign policy.

A spending spree that went over board by the billions, with the republican policies on the military, special interests, contracted mercenaries in Iraq and Afghanistan, and around the world. And an economy that in going downhill, because of the outward sprint of manufacturers that Americans needed historically to survive. Which ensured a decent livelihood, via good jobs with healthcare benefits, pensions, and permanency.

George W. Bush, a so-called evangelist Christian does not believe in marriage between same sexes, abortion, stem cell research, or Internet, telephone, and travelling privacy. So he had created a national security bill which infringes upon American's personal privacy, via the CIA, the FBI, and any Federal agency that indulges in spying at home and abroad, with impunity.

So where does the Gay-Lesbian & Transgender communities come into play?

Right now, these communities are split between both candidates, on most of the issues that each see as a priority. Some of the old ghetto style political strategists feel that some of their advocates are lukewarm, too complacent, and indulging in a false sense of security.
Others feel that no candidate in the democratic camp qualifies or portrays the type of compassion or support on most of the issues that impact these communities. And with the surge of new and young voters, (both Gay and Heterosexual) currently. The traditional Gay & Lesbian community does not have any influence on this new voting block. Nor isn't sure which way this new surge will go, in terms of the issues, or whom to vote for currently.

So this is the dilemma that faces the older Gay-Lesbian & Transgender communities, on the issues that matter to them currently.

When Nathaniel King Cole used the verse 'Don Me Now My Gay Attire,' in his Christmas song. He was referring to the traditional definition or meaning of that word. Which are the following.

* Very brightly colored clothing.

* Or very loud and vociferous behavior.

That has always been the view expressed by the word 'Gay Attire' or Behavior.

When in the 1980's the predominantly White or Caucasian Homosexual communities in the USA decided to use the word Gay to make a political statement. And to declare to their political representatives, that the homosexual community is entitled to the same JUSTICE under the laws, Equal Rights under the law, Human Rights under the laws, and the same Equal Opportunities of Employment, Housing, Worship, Marriage, and Police Protection, like any other ethnic, political, social, or religious group on this planet.

Those openly and self-identified Gay or Homosexual men and women wanted to make it quite clear, that they were Queer, not by choice, but by biological and genetic makeup. And would not condone any discrimination of any sort against them, because of their sexual orientation, or sexual preference for people of the same gender, under the law..

Hitherto, most people in the western hemisphere used the word Gay very loosely, and never felt self-conscious, or targeted as homosexuals or lesbians.
But today in most western societies, the word GAY has taken on a different perception, which could lead to one being killed, raped, harassed, imprisoned, beheaded, or socially castigated as a misfit, or as a societal degenerate. Which is unfortunate for the simple reason, that this word GAY is now seen and used very CONVIENTLY at Christmas time, to promote good cheer, peace, and friendliness.

But after the capitalistic Christmas fiesta is over. Then the word GAY is relegated to the back burner as unsavory, partisan, and even unholy!

I Remember:
Yes, I was once a Wolf Cub in Pack #16. Which was headed by Ms. De Lima our Scout Mistress in those formative years of mine. We were a pack or group of youngsters/teens, in the compound of The St. Philips Church, an (Anglican Diocese Church). Every Wednesday of every week, around 5.00pm. There we assembled as a team of Boy Scouts, supervised by our Scout Master or Masters, who were Older Scouts in the Scout Movement. They were our Role Models, and we all aspired to be like them eventually, when attaining the age of 16 years. Those years were memorable ones, and I often winder if the Scout or Cub movement is still active in Guyana, my homeland.
I recall a Scout Jamboree event when I was a Cub, I cannot remember what year it was. But I can recall singing the Jamboree Song for that 50 year commemoration at the Dorcas Club Hall, where thousands of scouts assembled and celebrated our fifty years of scouting in the British Empire. Incidentally, the British Boys Scout Movement was founded by Lord Baden Powell. I cannot recall what year it was, but as a child growing up in British Guiana (at that time), it was expected that all Christian orientated young boys aught to become or have the opportunity to serve within the Scout Movement. preferably from the level of Boy Scout or Cub, and graduate to the Boy Scouts.

ORIENTATION:
When I was inducted in The Boy Scouts group at that time, we learned how to be good Christians, how to camp out in the open, how to make a fire and cook in the open spaces or forested areas, how to assemble or set-up a tent, how to tie knots, how to cook and swim, and how to march in step as a group, and perform certain ceremonial parades in public as representatives of The Scout Movement.
I never learned how to swim, even after several efforts were made by my buddies to teach me. But I was too scared to learn, and my Scout master and Mistress, never pushed or forced me to do it either!
As far as I can recall, we never discussed sexuality, sexual preferences, religious preferences, or politics. Those things were considered the domain for adults only. As Boy Scouts or Cubs, as we were categorized, we were expected to show respect at all times for our elders, leaders, and instructors. Ask questions when we did not understand anything, and participate in all activities when asked to do so, Regardless of whether our parents were able to afford any monetary contributions that may be asked of them.
OUR KIT:
We were expected to pay for our individual uniforms, which consisted of a Cub Cap, two short trousers, two short sleeved shirts to go with them, a leather belt with the scout's symbol, a pair of black shoes, with black or dark brown socks as prescribed. A neck Tie or scaft (also prescribed), a whistle, (prescribed), and a languard, or cord that goes under your right arm and up your shoulder lapel.

My Departure:
I left or graduated the Wolf Cub troupe at 15 years, and was unable to join the Boy Scouts movement, because I had to seek employment to help out my Mom with the home's expenses. So I never had that experience. But I often wondered how it would have been with the Boy Scouts or (older Guys), had I gotten the opportunity. So every time I hear about discrimination against Gays-Homos, Lesbians, and Atheists. I shudder to think that in my time, there was no such thing ever mentioned or even contemplated.
Incidentally, we also had A Girl Guide Movement, A Sea Scouts Movement, and an Elite Scout movement that was associated with The Queens College, in British Guiana at that time. This group got a lot of press for their Orchestral & Drum Brigade.

Why Separate The Sexes In Some Cultures?

Overview:

I have often wondered who decided, or in which culture the decision was made to separate the sexes or gender among them. Especially when it comes to decision making that impacts the tribe, village, community, or state? It seems like gender separation has been with humans for as long as I can recall. And I will not rest until I am able to understand the rationale or futility of this decision!

For example, early societies had some aspect of gender separation. The indigenous peoples/nations of America had their womenfolk make decisions about who to select as the nation's chief. But when it came to discussing plans for warfare or defense of the nation. It was the males who summoned and held a pow-wow of the chiefs in this regard. The womenfolk was not allowed to go in battle either, but was allowed to defend the camp when or if it is attacked.
In some or most Asiatic and Oriental countries, the women have to walk a few paces or steps behind her husband in public.

Is never allowed to discuss politics in public with men. And is relegated to household duties, and child bearing, as tradition expects her to do! This aspect is slowly changing in some of those countries or regions currently. Under Islamic rule, the woman is not allowed to become a political representative, discuss or get involved in such discussions in public either.

She is also not allowed to mix and mingle with her husband's invited guests at home either. But to serve them socially, then disappear from that scene as soon as possible. Less she be seen as interfering in her husband's affairs. Islamic, Jewish, and Hindu women sit separately in Mosques, Masjids, and in any public place or gathering where men are. That is the societal expectation of them, and is decreed under Islam!

Western Christian Oriented Societies' Position:

In most western or Christian oriented cultures, women are not so partitioned. Women generally in these societies are seen as equals to their menfolk. At least under the law. Even though there are certain disparities generally in employment, promotional opportunities, property ownership rights, adoption, and education. But by and large, the rigid separation of the sexes in public places are almost non-existent in these cultures. Women can vote, seek public office, indulge in political discussions with men openly, and privately, and seek for the annulment of any marriage that becomes dis-functional.

CONCLUSION:

Sometimes I wonder if this traditional societal separation of women from men socially, have caused the inherent anger, lust, fear, and insecurities that so many Moslem, Jewish, and Asiatic men seem to exhibit. When it comes to allowing women to choose their own dress code, political orientation and involvement, husbands, social gatherings, and marriage decisions?

And just maybe, the reasons why some Moslem men take several wives as decreed by the prophet Mohammed. Is because of the lack of natural socialization of the sexes in childhood, discovery and exploration during puberty, sexual and anatomical education and discussions that are vital to establishing, communication, and respect for women!

How Does One Identify A Transgender Person In Public?

I have heard several Transgender persons claim that they are very often lumped in the category of Gay or Homosexual men. And this can be very difficult for them to meet fellow Transgenders for love, relationships, or even friendship. Some also claim that accessing medical services at hospitals, clinics, and private medical doctors, are also very troubling for them.

Because many medical doctors (male and female alike), do not want to deal with them. And filling out the traditional forms for such service still carry the heterosexual categories of Male and Female. And does not cater to Transgenders as another category.

How Do You Recognize A Tansgender Person In Public?

Some Transgenders in transition, may have acquired some amount of Hormonal IV therapy, causing the development of their breasts, hips, and overall shape. But most of them still look like MEN or Gay men.

Others who underwent the total transformation or gender transformation, still have semblance of the male or female accent or voice hitherto the change. And this puzzles most people in determining who or what they are, and how to address these individuals personally.

* Do you refer to someone who may or may not look male or female, Mister or Misses?

* And if you are able to recognize some physical changes or alterations in the physical structure of the individual, how do you refer to them by gender?

* And how many people would ever consider asking that person how does he or she want to be addressed?

These are troubling questions for society generally. And Transgenders or those who have taken the total transformation, must realize, that mainstream society will always be guided by the traditional concept of Male and Female identity. And until there is a RECOGNIZEABLE way in which the layman, laywoman, or society generally, can determine what to look for, or generally accept as a GENDER category.

The traditional category of (Male and Female), will always be used as the criteria for determining gender, and possibly sexual preferences!

HIV-LOVE-SEX And LIFE Issues!

Having HIV-Love & Life Problems!

Firstly, there was a slogan that says. "HIV Stops With Me.' This was another one of those ridiculous slogans that some HIV/AIDS organization came up with, in order to provide services for Communities Of Color!

But what bothers me is not the intent to target those who are most at risk for infection, but the pre-sumption that this slogan has for those who are HIV positive. It infers that HIV positive people have a responsibility to not spread the HIV virus, and by so doing this HIV virus will somehow disappear or become less of a social pandemic.

This idea is laughable for simply for the following reasons:

* HIV infection occurs when two or more persons indulge in some form of sexual intercourse, foreplay, or body contact, where BODY FLUIDS are exchanged between the parties.

* It is not my or anyone's responsibility ONLY, to protect himself or herself from HIV infection, or any other STD or STI's.

* And to tell the HIV infected that it is their responsibility to ensure the virus does not spread, implies that they are still seen as the ones' who are socially suspect for willfully infecting others with HIV.

* Even though some HIV infected persons, knowingly or un-knowingly infect others with the virus.

It is every individuals' responsibility (if he or she is sexually active), to use preventative methods for HIV or other STD infections.

HIV-Sex & Love:

This will always be an issue with those who are HIV positive to grapple with, in terms of partnerships, love, or long term relationships. It is still very difficult for HIV positive individuals to declare to a stranger up front or before any physical sexual contact, that he or she has the HIV virus. Even though HERPES, Hepatitis A-B-C- & D are also possible in any sexual encounter. But most people do not think about those other STIs' or STDs' when they are about to have sexual contact with another person.

Childbirth Problems:

We now have prophylactic medications to give potential mothers who want children, but are HIV positive. And this preventative measure (if followed diligently, and with a physician's guidance), could prevent the un-born child from contracting HIV.

So potential parents or mothers and fathers, should not feel that they are 'Spoiled Goods.' just because they have HIV.

Love, Sex, and Relationships are still being contracted, and sought after, regardless of the HIV pandemic. After all, population growth, and future leaders are expected to come from parents who are HIV positive too. And the virus will not prevent this from happening in cultures that have access to the medications, and are affordable enough for the infected to access, and live their lives as they would hope to do without HIV.

Older Gay & Homosexual Men Should Be NURTURERS-Not EXPLOITERS!

I recall as a younger Homosexual male in Guyana, most older Openly Gay Homosexual men were the ones who allowed us Younger Gay and Homosexual men into their homes for parties. Arranged partners (most of the times), at these parties, and was the venue for which most young or adolescent Gay and openly Gay men met, made friends, buddies, partners and lovers alike.

Yes, it was the Older Gay men who told us how to be careful with our lives, our sexual partners, our health, and our CHOICES in men too.
It was the older openly Gay men, who was able to afford apartments, or had their own homes for us to meet, have conversations about Gay life and life-styles, debate what was happening to some of us who were careless with out social, sexual, and other behaviors in the neighborhood.

It was mostly the Older Gay men who accompanied us to concerts, the theaters, and the bars to socialize, or drink.

There were some Older Gay men who exploited some of us for sex. And these were very few. And when we knew about any blatant exploitation, those of us who felt responsible enough to the community, told others about them, and cautioned us to be careful when dealing with such 'PERSONS."

These Older Gay men felt it was their responsibility to help us chart our lives as carefully as possible, so long as we gave them permission to do so! And I shall never forget those whom I had the privilege, of getting such irreplaceable mentoring, counseling, and advice, for as long as I live.

These experiences happened to me in the sixties mostly. Back then, I was an adolescent, full of life, raging hormones, and felt that the world was mine to conquer, and that the Gay life was the most beautiful thing that I had encountered.

The Stonewall Gay-Drag Queens' riots, was something I never knew about until my advent to the USA in 1989. All we had back then was the fear of social ridicule, stigma, verbal, and sometimes physical abuse from parents, siblings, and strangers alike. Those were our experiences back then, and still is, to a certain extent today within the Caribbean, Latin American & Central American countries.

However, Gay and Homosexual men here in the USA have had similar or different experiences, but at least they have been able to get laws enacted to protect our Civil and Human Rights. Legislation is still pending in most states to allow for Marriage/Civil unions legally.

While in others, these legislation have already been made legal. The political climate is almost favorable to Gay and Homosexual life here in the USA, except for a few states that still cling to their prejudices. And some Religious, and Social/Civic groups that feel it is their divine right to castigate Gays, Lesbians, Tansgender, and Bisexuals within this society. But overall, Gays, Lesbians, Tansgender, and Bisexuals have a relatively peaceful co-existence within the mainstream of American society.

In certain Asiatic and Moslem countries, it still is the responsibility of Older Homosexual men (mostly undercover), to protect, advise, nurture, and even exploit Gay or Homosexuals there. Because of the extended family system, endemic to those cultures for centuries.

And any political actions for Civil, Human or other rights that Gays or Homosexuals need to Address, must be done very quietly, covertly, or with less public fanfare. For fear of Police brutality, Social castigation, Imprisonment, Beheading, or Death.

CONCLUSION:

I ache with disgust whenever I see Older and not so young openly Gay men verbally abuse younger Gay men, because of their openness, freedom, expressions, and sexual promiscuousness. Some of these Older Gay men have forgotten, or pretend to have forgotten when they were much younger, in demand, in shape, and vociferous too.

Yet they seem to feel that the Younger Openly Gay men (by and large), have it too good. Are not tolerant of them. And is ungrateful for all that the older Gays have fought and died for in the past. So that these freedoms that they the young, seem to take for granted would be here for posterity.

I also despise those older Gay men who are bitter because they are un-happy with their current situation. Lack of a meaningful relationships, Lack of Love, or even Companionship. And I believe it stems from a Careless, Carefree, and Reckless past, that has come back to haunt so many of us Gay or Homosexual men, as we get older in age.

Sometimes we forget the cosmic or spiritual law that binds all humans. Some call it KARMA, and it simply means the following:

* Whatever action or actions we do now, have their concomitant re-actions later.

* And everyone has to pay for his or her doings in this life, sooner or later.

This is called KARMIC LAW:

So let as Older and Younger Gay and Homosexual men make a difference within our individual lives TODAY. For it is never too late to reform our minds, actions, attitudes, beliefs, impressions, and our souls!

IMUS'S Radio Snafu:

Imus was unfortunate to be the one who took the heat for an endemic cultural reality in America. And that is ethnic and racist stereotyping and bashing.

The media was always used as the principal medium for some folks to give voice to their own personal prejudices. Be it political, religious, or ethnic.

The entertainment industry is a case in point. Most of the current Rappers seem to feel that they have 'carte-blanche' rights to belittle women, homosexuals, and fellow ghetto folks, because some of them have been able to acquire the physical things ascribed to 'success or accomplishments' in this society.

The frequent comparison they make about their ability to own things like jewelry, designer clothing, and other material things deemed necessary for any successful American, especially one whose background was from the inner city ghettoes, is the primary focus of their songs and videos too.

Even the Comic entertainers poke fun at certain elements especially women within our society in their shows. Sometimes without the slightest concern for blackmail, or social stigmatization. And this have been the trend for as long as I can recall!

So this current snafu of Imus, is nothing new, but was used by some of those who saw a 'softer target' for expressing a certain political agenda, disguised as genuine concern for decent social morals and values.

Most religious organizations subscribe to the view that SEX between two people of the opposite gender, is approved by their GOD or ALLAH. As long as the two individuals are married, socially accepted as man and wife, and sanctioned by the Church, Synagogue, Masjids, or Temple.

* But who is qualified or authorized to determine one's sexual preferences, sexual desires, sexual stimulants, and needs?

* And who has the authority to determine what is best for an individual, or two individuals in marriage sexually, in terms of what is the CORRECT or PROPER manner of sexual intercourse?

* And who can adequately determine what is best form, posture, position, or mode of sexual intercourse?

* And who has the right or authority to tell another that he or she MUST not indulge in sexual activities with the same gender?

Conclusion:

As far as I can recall, most religious authorities will say GOD or ALLAH to most of the above. But God or Allah never told me how to have sex, or what kind of sex I should indulge in, or what position sexually is favorable in his/her sight!
And as far as I have read, Jesus never made such statements either!

So why should the Church, Mosque, Masjids, Synagogue, Preachers, Immams, Pastors, Priests, or Nuns, tell me that what I do sexually is wrong or right in God's sight?

Therefore, I decided long ago to go along with my feelings, desires, and needs sexually.

And DAM anyone who think otherwise!

And they enlist in the military, only to wake up one morning and find some buddy or sister, scrutinizing them for watching them a certain way, or for seemingly getting a 'Boner' when in the shower, or in the Billet or Barrack room

So many Gay or Homosexual men and women find themselves trapped, and cannot get out the US military, because they fooled themselves about their true sexual orientation and desires. When fellow buddies are asked what they did during 'Liberty,' they cannot say anything believable. Some or most do not socialize with fellow comrades during off times or Liberty, because questions are asked (especially among the men), about one's conquests, drinking bouts,or fraternizing with fellow female inmates, or at the local Pub.

So those who choose to lie about their sexcapades, discovers soon afterwards that enquiries were made by their buddies from the women they alleged to have had sex or romped with. Only to be told the negative. Then they are pressed to explain themselves convincingly, without stuttering.

*Most cannot do so.

* Most are not believable.

*And this leads to suspicion, rumor spreading, taunting, and excessive prying into their social behavior.

That is how they are found out mostly by fellow comrades. Some take pride in outing his or her suspicious barrack buddy, roommate, or platoon buddy.

Conclusion:

Now why would anyone want to experience this kind of humiliation, embarrassment, and possibly dis-honorable discharge from the military if found to be Gay? Only FOOLS make those decisions! Or is it misguided patriotism that cause most Gay or closeted Homosexuals to enlist in the US military?

Whatever it is, I strongly advise that Homos and closeted Homos, should think very seriously before taking that step towards enlistment. Because once you are able to get in UNDETECTED, you and you guilt, and conscience, have to deal with that reality on a daily basis. And that trauma is never healthy for anyone, much less an enlisted man or women in a military that does not approve or desire their service!

I retired from the USN in year 2000 after 23 years of service.And I was gay from day one, served on ships and military hospitals. It's all about being smart, and keeping your business to yourself. Although, there are liers and cheats who suspected me and others were gay, and believe it or not, they lied about you to authorities in an attempt to expose you. Ya just gotta stand your ground and your sexuality, and your business.

While stationed on the USS AMERICA (CV-66) in 1983, the NIS (Naval Investigative Service) question crew members about suspected gays, and several times throughout my 3 year ship tour we were waken up without warning at ungodly hours (3AM), handcuffed, walked from your sleeping quarters through the passageway to the rear of the ship, embarrassed while being pushed pass other crew members.

The NIS would question us for hours, kinda like a Dick Tracy scene in the dark with a bright light in your face exactly like that. Unfortunately, many broke down and admitted their homosexuality. Me having been the strong one at 23 yrs old, many cried on my shoulders, one committed suicide and died.

Such NIS interrogation techniques are now illegal, and were actually illegal then. Therefore, joining the military can be an okay thing if you desire. I would have retired after 30 years vice 23 years, but I acquired diabetes and retired early, and at an E-9 rank. The military will screw you if you let them, and I am sensitive to this type of subject matter. At the end of every month Uncle Sam sends me that good 'ole retirement check (18K/yr), and I thank him from the bottom of my bank account. And for all of those
haters of Gays for no good reason, Fuck you, I did my time, and you couldn't do it if you tried.

What's The Best Thing About Being Gay?

Personally, I think this question should have be framed differently! For the following reasons:

* Is being Gay a feather in one's cap?

* Is being Gay something to shout about?

* And is being Gay, gives you some special recognition, a medal, or social status?

In the world that we all reside and have our being, Gays or Homosexuals are still being Killed, Harassed, Imprisoned, Be-headed, Raped, Hanged, and does not enjoy the very BASICS of Human and Civil rights, that most Heterosexuals take for granted. In Moslem and Islamic ruled countries, Gay or Homosexual men and women dare not openly say they are Gay, Lesbian, or Homosexual, because that could mean instant death for that unfortunate individual. So they 'by and large' say it very quietly among those they feel they can trust.

Do you know that in Palestine, the Police and other Security forces target suspected Gay or Homosexual men, lure them to certain places where they feel that they are meeting someone for a fling or trick safely. Then have them arrested, charged them for acting 'in their eyes' as prostitutes for sex with men.
Then there are some Security and Police elements who assign suspected or targeted individuals to SPY on suspected homosexuals, and report back to the authorities when they find someone or some suspect. These informers are called in local parlance, 'GOATS.'

In Nigeria, Homosexuals had a feeling recently when the national parliament there, ruled in favor of Gay or Homosexual rights. But getting that legislation enforced is another matter. You cannot force or legislate for people to love, accept, or treat you without prejudice. That is a mental attitude which Nigerians, and Jamaicans too, will have to make happen some time in the future.

But currently, homosexuals in those countries have to LAY VERY LOW for personal safety. We here in The USA have certain legal rights that we have fought for over the recent years. Some or most of these well deserved rights are threatened whenever a Republican controlled House and Senate is in office. So even here we are not too certain about our future rights as a community, within the mainstream of things.

So we are still in a very shaky position politically, socially in some states, and even physically at risk, in most states, when it comes to personal safety, Police brutality, employment discrimination, military hiring or recruitment, military discharge if found out, under a DUMB law that says, 'Don't Ask Don't Tell."

Drug & Alcoholic Addiction For Young/Homeless Gay Men!

Historically, many Gay men have had a history of alcohol, drugs, and other substance usage. It is triggered primarily from the social, societal, home pressures or abuses (verbal and physical), the inability to feel needed, and wanted for who they are, etc.

And have caused many Gay men to visit the Bars on weekends and get wasted mostly. It is also the place where you will find several Out Gay Men, your age, willing and ready to sleep with you, especially when intoxicated. Enjoy each other's company for the few hours there, and feel a sense of belonging. Even though this comraderie is fleeting, and sometimes even dangerous. It is what most young and not so young Gay men depend upon as their social life, or for socializing with other Gay men.

For those Gay men young and older, who do not drink alcohol, smoke cigarettes, do reefers or marijuana, or shoot up drugs. These places are a No-No for them. And they very often have a problem in finding suitable places to hang out, that caters to Gay men period. Much less those who are clean, use no drugs, and is not Christian, or practicing any religious belief. Staying drug free is not easy from most young Gay men. Especially those from another state of city, the homeless, the sexually abused, and the runaways.

Some of these young Gay men never had a good primary education, and most did not stay in school long enough to graduate with a High School Diploma, or GED certificate. Prostitution is what most of them who are homeless do to survive from day to day. Some are killed, raped, introduced to Escorting for a living, get hooked up with a Pimp, or becomes a Sex Slave until arrested, imprisoned, or end up dead. Gay life for most of these men and women are a day to day drama. Fights, shop-lifting, selling Rocks/Crack, or stealing to eat or shoot up, is what they do to survive.

Most of these young Gay men and women will never be able to have, enjoy, or commit themselves to any meaningful relationship with anyone, after living on the streets for a long time. Or even indulging in prostitution, drug use, or being imprisoned intermittently for several years or months. The psychological and mental damage to these youngsters is for life. And no amount of counseling will eradicate these demons totally. Many see themselves as fierce Queens, who is living for the moment while they are still young, appealing, or attractive. The future is never seriously contemplated on by most of these men and women.

This phenomena is endemic in the Inner cities, and poor neighborhoods. Especially in communities where rampant poverty, destitution, and language barriers exist. The inability to meander the health, and social facilities that are available to them. And the stigma that homelessness, Gay, Lesbian, Tansgender, and Homeless people have to deal with on a daily basis, is the principal barriers that inhibit them from seeking meaningful help and assistance.

Many conservatives women and men today in The USA refuse to allow their teen age girls to have that vaccine to guard them against 'cervical cancer.' They advocate for sexual abstinence before marriage. This same argument was used when HIV/AIDS was discovered, and the pandemic was growing.

Imagine telling teens or young adults today not to have sex!

I still cannot see the rationale used to decide not to encourage women to have this vaccine. Wouldn't it be wise to take pre-emptive action against this virus, than wait until it is discovered, then try to curb the spread.
I understand that 10,000 women have been vaccinated already, and the signs show good results!

Some of those same conservatives feel that telling young women to get this vaccine, is allowing them to have sex early!

I am not sure what was meant by that remark 'ambitious woman.' But I do believe that one has to be ambitious to achieve anything in this life. And the presidency of The USA, is not off limits to woman.

Maybe there is an element of male chauvinism here, with the remarks from Mr. David Geffen, about Mrs. Clinton's ability to take the presidency! However, her chance as a woman is less certain, than most of her male contenders.

Which begs the question. 'Is America ready for a female President right now? Come the 2008 Democratic Congress nomination, we will see who will be the chosen or favoured candidate for president.

Is It GAY Marriages Or Civil Unions?

I have heard arguments from all areas, (for and against) marriage between two men. Whether or not the word 'marriage' should be used, bothers me greatly.
The heterosexuals feel that word is SACRED to them, from a historical stand point. This is based on their religious beliefs primarily. So any violation of this understanding by any same gender loving, or same gender unions, must take this reality into consideration. If they are going to make any headway towards legislative action, or legal acceptance.

I would prefer that Gay men or Homosexuals who require this civil right, to use the words 'Civil Unions.' This to my mind will help pave the way for an explanation as to the pros and cons of this preferred union, to be made legally binding!

Black Homosexuals/Gay Men's Position:

Most DL Black, Latino, Gay, and Homosexual men seem not too keen on publicly advocating for any legalization of their bedroom business, as some usually frame it.

Firstly, Black American and Latino men do not (in great numbers) identify as Gay or Homosexual. If you ask most of these men how they categorize themselves socially, sexually, or as a community. Most will say openly 'Heterosexual,' and some quietly 'bisexual And advocating for legal Civil or Marriage legislation is never going to happen in large numbers within these two communities ever!

Black & Latino men are quite comfortable with having several women for show, having children with some of them, to show society that they are men or macho.

But actually living with another man, under the same roof as a couple, is unheard of for most of these men. And will never be contemplated! Most are quite comfortable living with their parents, relatives, or not being committed to any one man or woman. This is a cultural reality here in the USA.
Until we come to terms with this reality, Gay White men, will always be the ones that will spearhead any advocacy, for making Gay unions legal in America.

THREE men branded as homosexuals were yesterday rescued by the police from an angry mob outside a pharmacy in Tropical Plaza, where they had been holed up for almost an hour. But even after the police managed to take the young men from the Monarch Pharmacy, one of the three was hit with a stone, forcing officers to fire tear gas on the crowd which included men, women, teenagers and small children.

The approximately 2,000 people gathered outside the Kingston pharmacy hurled insults at the three men, with some calling for them to be killed.
The crowd grew larger as the minutes ticked by and the three men and staff inside the pharmacy were visibly terrified as the mob demanded that they be sent out so they could administer their brand of justice. "Send them out!" shouted one man.

The men, who all had bleached-out faces, and dressed in tight jeans pants and skimpy shirts, were saved due to quick action by police from the St Andrew Central Division.

When the officers arrived and attempted to push the crowd back from the front door of the businessplace they were greeted with some resistance and when they attempted to escort the men to a police service vehicle, which was parked near to the entrance of the pharmacy, one of the alleged homosexuals was hit on the back of the head with a stone as he flashed a wry smile before attempting to hustle inside the police car.

The cops were forced to disperse the large mob by dispensing tear gas canisters and whisking the men away as the crowd scampered in all directions in an effort to escape the irritating fumes. One man in the crowd was determined to get a chance to beat them and hurled insults at the police when they drove out of the premises.
"Unu can come save them nasty boy yah? Them boy yah fi go down," the man bellowed.

One woman expressed surprise at the brazenness of the men who were clearly displaying effeminate behaviour. "Jamaica has lost its way if men think they can openly flaunt being gay without any consequences. We don't want that kind of open gay life in this country," the woman said. Homosexuality is frowned upon in Jamaica and gay rights groups have constantly branded the island as anti-gay.

Under Jamaican law a male can be slapped with a sentence of up to nine years if caught in a compromising position with another man.

The New Breed Of Gay Men!

It is very difficult for Older Gay men to accept this new breed of Down Low, not too obvious, and less Swishy Gay men is very real indeed. I have found over the years that most openly Gay men feel that their buddies or fellow Gay men MUST become obvious to all and sundry, to be truly one of them. Let me explain a bit further, some openly Gay men believe that all Gay men are BOTTOMS, and that all Gay men must identify with any type of Gay man, regardless of behavior, attitudes, sexual appeal, or lack of character and good taste.

So when this DL phenomena became public, and people started asking questions about it, and looking at those men who traditionally had associated with, hung-out with, looked like, was fashionable, and always dressed neatly, with the latest Threads, even though he never had a regular job. The red lights started flashing, and people started saying quietly to each other, remember Johnny from so and so place, who is always with them Gay boys. And remember David who visits Beryl's house, and is always at her Gay parties, even though he always say that he is not Gay. So what is the big deal now?
The Big Deal came about when HIV became an obvious problem and concern with Heterosexual Black women. Many of whom got the virus from their husbands, male friends, boy friends, and lovers, who claimed to be faithful, not into male sexual activities. But rumor says that many of these same men are sleeping with men. So this became a major concern with heterosexual women. So when this other DL brother sat on Opra Winfry talk show, and spill the beans to her about the DL life and life style.
All Hell Broke Loose!

Death threats were sent him, major DL brothers became paranoid about the repercussions of that public revelation. And the DL earthquake began to roar. However, in time, the women became more pro-active in their actions. They started attending HIV prevention workshops, speaking out against DL men who are married and sleeping with men too. And that was the beginning of the DL fiasco, and subsequent openness. But not all DL men are prepared to come clean openly. Not all DL men feel that they should. And most DL men will tell you privately, that to be quiet about their business, is what DL is all about.
Anytime a DL man or woman come into the open with their bedroom business, they are not REAL or true to the DL concept of that life style. And they would be considered traitors, and flammers!

Ryan White Care Act New Name & Sweden's New Prostitution Law!

HIV Treatment & Modernization Act-2006!

Formerly called: Ryan White CARE Act:
PresidentGeorge W. Bush signed the law in December-2006. And it is authorized for three years. There are two tiers of eligibility for Title-1 EMA's, resulting in 5 new EMA's. The distribution between formula and supplemental changes from 50% to 66%, and formula funding uses un-duplicated living HIV & AIDS cases confirmed by the CDC.
The overall impact will be more HIV & AIDS cases confirmed by the CDC. The unchanged EMA's cannot receive less than 95% of the formula of the base year (FY-2006), but the total pool of supplemental funds is reduced. Also, MAI funding changes from a formula to a competitive grant, which means that our EMA's will need to compete for the funds, which may lead to flauctuation in funding from year to year.
75% of the Title-1 grant must be spent on CORE Medical Services, and EMA's may apply for a waiver if:
1.There are no waiting lists for ADAP:
2. Core medical services are available to all PWLH.
EMA's must apply for a waiver to use carry over funds, and must spend all carry over funds within one year. If an EMA has more than 2% of it's grant award unspent, the EMA will be in-eligible for a supplemental grant. This means that the NY-EMA must continue to spend Title-1 funds expeditiously.

CONCLUSION:
It is my view, based on the above information given, that any under-spent monies received for HIV prevention & education work, will inhibit that CBO or HIV/AIDS service agency from getting any further funding. If the allocated monies given to an agency or CBO, is not fully spent for that given time period that it was identified for, then the excess will be carried over to the next cycle of funding. Which will impare any increase anticipated by that agency for the following year.
So it is ABSOLUTELY NECESSARY, for all funds received to be spent in the pre-identified areas as per (RFP). Failing to use all or most of the funds received, may adversely affect the next funding period, for that CBO or Agency!

Prostitution In Sweden & The Band-Aid Treatment!

In Sweden, there is now a law that criminalizes men who pay for sex. Sex workers can be arrested on the streets for solicitation for 'sex for pay.' The men who are caught soliciting women openly for sex, can be arrested and charged, and possibly imprisoned, if found guilty under this new law.
However, I feel that this law will not by any stretch of the imagination, STOP prostitution in Sweden. It may prevent the OPEN solicitation of both sexes for sex for pay. But prostitution will continue underground, via the Internet, special in house or Call Girl arrangements, and other covert ways to continue this historic trade.
I guess the Swedish government wants to show that it is doing something positive, to curb this growing trade on their streets.
What a sham!

Gay Relations Are In Serious Trouble!

The way you respond or relate to other Gay or Homosexual men and women, regardless of whether you like them physically or not. Say a lot about who, what, and the type of character you truly are.
Let me clarify this further:
Humans are expected to relate to each other civilly, in any civilized society or culture. And this goes for Gay, Homosexual, Lesbian, or Heterosexual people. As humans in a civilized society or setting, there are certain mores or behaviors that one is expected to observe, like courtesy, good manners, privacy, respect for a person's space, personal privacy, and property. When individuals fail to observe or respect these values, they come across to other people as SAVAGES, BARBARIANS, and CRUDISH.

I have found in so many circumstances that I had reason to operate in, or be a part of, e.g. Groups, Parties, or other social settings. Where Gay men cannot behave socially, cannot respond to a social overture, or solicitation without some form of Savage Rebuff, Foul Language, or basically Rudeness. Because in most cases the other person does not fit their view of what is desired physically.
He may not have the preconcieved Age, Beauty, Muscular Features, Abs, Ethnicity, Skin Color, Car, Clothes, Employment, or Education. So he or she is treated rudely, snubbed, dismissed, or simply cussed out, for showing some desire for this Self-centered Egotistical, and Vane individual's perception of himself or herself!

Detriments To Establishing Healthy Relationships:

All of the above flaws are contributing factors that prevent stable, good, healthy, or positive relationship building, or relationship possibilities. Some Gay men and women feel that because they are young in age, they have the right to dismiss those Gay men who are older, physically unfit, HIV positive, Obese, not the preferred Ethnic gender, or Cultural background. Some Gay men actually say they are in search of that 'Perfect male,' for friendship or love!
Well, I have news for those who feel that way. The PERFECT MALE or FEMALE, does not exist. And if you find one that you think is perfect for you, he may not find you desirable or perfect for him. Just keep that in mind when you seek perfection!

Responding To Personal Solicitations:

If someone tries to make friends with you, online, at a party, at the Mall, at the theatre, or any social setting. And he/she may not be physically appealing to you, just let him or her know that he or she does not physically appeal to you. This can be done in a civil manner, without being insulting. Not everyone who hits of you, will be appealing to you. But that does not give you the right to be insulting, rude, or dismissive. I have told many Gay men (from all age groups), that they do not physically appeal to me sexually. But if they feel that making friends would be a desired alternative, then that would not be a problem.
Now, that may not be a desire of yours, but at least, they deserve some explanation or response to their solicitation. Some Gay men are very CRUDE, Obnoxious, and downright Perverse when they hit on you. But even in that situation, you should show intelligence when responding, and NEVER forget civility! After all, you would feel terribly offended if someone told you after trying to make friends, that he is not looking for A NIGGA, A BLACK, A WHITE BOY, A FAT HOMO, A FEMME HOMO, Or a SISSY HOMO either!

HR 4437 Threatens LGBT & HIV Positive Immigrants!

HR 4437 Threatens LGBT & HIV-Positive Immigrants!

Dear Senator/Congressperson,

I am writing to ask for your support and immediate action in opposing HR 4437, the Border Protection, Antiterrorism, and Illegal Immigration Control Act of 2005, an anti-immigrant bill that will go to a vote in the House tomorrow, Thursday, December 15th.

This legislation would endanger LGBT and HIV+ asylum seekers and subject undocumented immigrants and their partners to criminal prosecution. It would authorize the prolonged and potentially indefinite detention of LGBT and HIV+ immigrants who suffer widespread abuse, discrimination and substandard medical care in detention.

"I live in your district, and I urge you to oppose HR 4437, the Border Protection, Antiterrorism, and Illegal Immigration Control Act of 2005. This bill would have a devastating impact on HIV+ and lesbian, gay, bisexual and transgender immigrants. It would gut due process and jeopardize the lives of the most vulnerable immigrants."
HR 4437 would: endanger LGBT and HIV+ asylum-seekers.

Under the bill, asylum-seekers will be jailed longer while awaiting their court dates, weighted with a much heavier burden of proof, and then stripped of most judicial review. If a person is convicted of unlawful presence, she could be subject to mandatory detention and made ineligible for asylum.

These changes are particularly dangerous for LGBT and HIV-positive asylum-seekers, many of whom arrive in the U.S. without proper documentation, having fled rape and police brutality at home. Many do not know when they first arrive that sexual orientation and gender identity persecution are grounds for asylum in the U.S.; even if they reveal why they fear being returned, they may face homophobic asylum officers and immigration judges who wrongly deny their applications.

Some provisions would also have a retroactive effect, barring many individuals who are already asylees and refugees from ever getting a green card. Place vulnerable populations in prolonged detention. Reporters and human rights organizations have documented the widespread abuse, harassment and life-threatening, negligent medical care that LGBT and HIV-positive immigrants face inside U.S. detention facilities.

This bill would intensify these problems by stripping judges of their discretion to release vulnerable detainees who do not pose a flight risk or danger to the community. It would overturn several Supreme Court decisions and allow for the indefinite detention of non-citizens who cannot be deported, including Convention Against Torture protectees.

For LGBT detainees who are targets of abuse and HIV-positive detainees who face negligent medical care, indefinite detention threatens their safety and very lives. Allow fundamental rights to be taken away without judicial review or with sharply limited review. By treating immigration cases differently, those facing detention or deportation could face dire consequences without the opportunity to challenge the case against them. criminalize so-called "illegal presence" in the U.S.

This threatens many not only with deportation, but with imprisonment. Even technical violations would be criminalized. Missing deadlines, failing to report address changes promptly, or failing to meet visa requirements for college course loads could become criminal acts punishable with imprisonment.

Expand the definition of "smuggling." U.S. citizens and legal residents who have routine contacts with undocumented people will be subject to criminal prosecution (regardless of whether or not they have knowledge of their immigration status).

HR 4437 is a all-out attack on the health and lives of immigrants in our communities.

Any society that purports to be secret, is secret for a reason/s. And any society that requires exclusivity must be looked at with very scrupulous eyes! And the Free Masons is one of those societies.

Historically, they have been perceived as racist, Caucasian, and clandestine. Blacks were never allowed to join that society either. But for whatever reason, Blacks eventually began to create their own Free Mason societies. But the historical White oriented Free Mason societies, did not acknowledge these Black Masons as their own, as brothers, or as part of the Free Mason Society brotherhood. So that is why their is a distinction between Free Masons and Black Free Mason's societies.
I guess they are basically similar in intention or mission. But their recruits are from different backgrounds, status, and social standing. Whether or not the Black Free Masons allow Gays, or known Gay or Homosexual men within their midst, is anyone's guess. But I also assume that the homosexual element is never absent for most secret societies, where men pre-dominate. It seems to be the natural order of things. When a society of men get together, and debars women from being a part of that society. Who is to know for sure what really happens therein, or what activities are accepted or rejected therein?

So the concern that Gays may or may not be accepted in such societies (to my mind), is just speculation. Unless some member of that society, who may be Gay or Homosexual, does something that is considered embarrassing for the reputation or perceived integrity of that society!

Have you ever tried to connect to someone on the Internet, and got the following questions in return.
But remember, you took the time to give the following information up front:

NAME.

AGE.
SEXUAL PREFERENCES:

AND E-mail references:
And yet most of the time, these individuals reply asking for the same things mentioned above.
That tells me quite VIVIDLY, that most people do not take the time to read your Personal profile, or your needs, desires, and preferences.
Or they simply cannot comprehend what they read, or have the patience or respect, for the time it took you to ensure, that all the information above mentioned is listed.

CONCLUSION:
I suggest that whenever you encounter such individuals, disregard them as possibilities. They are not yet ready for anything positive in any relationship.
Disregard such people as mere ignoramuses who feel they have the right to make requests from you, but do not feel compelled to do the same for others.

This may be so in principle, and may be displayed at Mecca, during the annual Haj pilgrimage to the place where the prophet Mohammed gave his last public message.
* But in some Islamic ruled countries, women cannot be seen in public without the Borka or Veil that covers the face and possible the entire anatomy.
* Women are not allowed to speak, participate, or indulge in anything political.
* Women are not allowed to hold public or political office.
* Women are not allowed to sit 'beside men' in most Islamic Mosques or Masjids.
* Women are still being killed in some Islamic countries if she is accused of adultery, or having sex outside or before officially sanctioned marriages.
* In Southern Nigeria-a state that practices Sharia Law, women can be stoned to death for adultery.
These are just some of the in-equalities that is internationally known, and contradicts the view that women are equal under Allah?

With the spread of HIV and malaria, on the continent of Africa. And the difficulty to control or curb the spread of both maladies. African men are now being told to circumcise or else!

With Uganda in the forefront, with their policy of "Condom usage, Being Faithful to one partner, & No Grazing outside of marriage, which seem to have made a difference in arresting the spread of HIV in that state. Now, this new trial on African men, reported by The BBC today, seem to suggest that HIV is more easily transmitted via un-circumcised men. The authorities who made this declaration claims that they are 50% certain that with circumcism of all African men, the spread of HIV will be curtailed.

Isn't this the most brazen declaration that was ever made on any pandemic, much less HIV?
HIV has been spreading among American males, who are by and large predominantly circumcised. This is found mostly among Caucasian and Black American males. Yet the spread of HIV is still rampant among Blacks and Latinos currently in America. Ever since the discovery of HIV among men firstly.
This virus had not discriminated between those who are circumcised or not. So why does any rational thinking person would assume that it would for African men?

And what about the following diseases?
* Chlamydia:
* Herpes:
* Gonorrhea:
* Syphilis:
This to my mind is yet another ploy to coerce those African states or governments, who need HIV medication and technical help from the west, to help curb this deadly virus among them. And they are being dictated to once more, as to how, where, and who, must comply with these dictates, in order to qualify for assistance.

FURTHERMORE:

Regardless of where circumcism has been practised. I still maintain that such procedures must never be done in childhood or at childbirth. This is another form of 'mutilation.' And in infancy, that child has no say on the matter.
If adults (for reasons best known to themselves), feel they have to be circumcised, then that will be their choice, as ADULTS.
But do not use relgion, some scientific findings, or any other method, to COERCE people into complying with a procedure of self-mutilation, becsuse some persons in the scientific or political communities think, that is the way to prevent some form or infection.

Preface:
Too often I hear and read about Gay men being attacked physically on the streets in the USA, beaten up, or killed. The attackers are mostly teens or young adolescents, who attack us in groups of three to five individuals, with Base-Ball bats, Sticks, Metal implements, or with their Bare hands. This phenomenon has been the reality in this country for too long.

So it is now our time to defend ourselves IN A REAL WAY!

Demonstrations:

There have been demonstrations, and more demonstrations in the streets of this country against "Gay Bashing," as it is referred or described. But the results or cessation of these abuses are on the increase in most cities still. Some states have enacted legislation to penalize the convicted of such HATE crimes with imprisonment and fines. But this legal deterrent has not worked either.

What & Who indulges in Gay Bashing?

Gay Bashing is both Vocal and Physical. This is also done by Gay and Bisexual men, who feel some sort of Self-hate towards themselves or other Gay men for various reasons. Mostly psychological. So this form of giving such HATRED expression is indulged in.

Heterosexuals or presumed heterosexual men and women also indulge in Bashing Homosexuals, when they have an AXE to grind personally with Homosexuality, and Homosexuals!

The Time To Physically Act Has Come:

They are several ways to defend oneself when one is attacked by these THUGS on the streets, and I will identify some of them!

* Gay Bashers attack Gay men or presumed Gay men in groups of four to six individuals. Mostly young men.

* Some Gay men feel that if they run away from this situation, they will be safe. But you are DEAD WRONG!

* If you run away when attacked, you will be pursued, and when caught, will be seriously injured, or killed. That is A FACT.

* My suggestion to you here is simply this.

* Assess the situation as these Thugs are approaching you to strike.

* Watch closely for the one that you feel you could hold on to first, or be able to wrestle with.

* Then GRAB that one, try to SINK your TEETH in his NECK or FACE.

* Do not release it until he is screaming for you to stop, and the BLOOD is spewing out from his face or neck.

* By this time, the others will get scared and start to run away from the scene. Spilling BLOOD has that effect on most people. Even THUGS.

* This is the surest way to show some form of bravery or self defense against your attackers, if you are un-armed, or without some form of self defense knowledge, skills, or weapon.

We Are Sending A Message:

When Gay men begin to stand and fight PHYSICALLY, regardless of the ODDS, then the society at large will realize that we are not all SISSIES, or FRIGHTENED SCREAMING MIMIES. But we know how to defend ourselves too.

Should Same Gender Marriages Be Made Legal?

Pros & Cons:
Historically, in the western societies, marriage between a man and a woman was the preferred type of union. This was and still is sanctioned by religion, religious faiths, and the states that condoned Christianity, Islam, & Judaism, as their national religious and moral resources.
The Constitution Of The United States also refers to this union, as the foundation for the stability of the society. Which is also in keeping with the Founding Father's religious allegiance to Christianity.

Should We Adhere To The Constitution's Preference?

When the constitution of The USA was coined, America was a totally different place socially, economically, and religiously. Black Americans were not Americans, but were slaves or property of the founding fathers, and those who were plantation owners, and slavers.
Blacks were not allowed to marry period, marry Whites, read or write in their language, or learn the language of the White overlords either. The Voting Rights Act for Black Americans did not become a reality until the 1960's after ardent civil agitation, political actions, and physical struggles by Black and White Americans.

So Why Can't The Constitution Be Amended?

Changing the constitution of America, or making amendments to the constitution to accommodate this new or non-traditional concept of marriage may be the only solution. Or allowing the individual states to enact legislation to accommodate equal rights or marriage, between two people of the same gender, may be the more realistic solution to this advocacy.

What is marriage Really?

Marriage is perceived, according to the traditionalists as a legally binding union between two people. A male and a female, and sanctioned by the legal authorities of that state or culture. Under Islam though, two people (male and female), could be married by an Imam (or religious leader), in public, after both parties declare in his presence, and before witnesses that they will abide by the traditional expectations ascribed to married couples.
If they choose to have this union RECOGNIZED or made legal, according to the laws of that land, they are free to do so.

Same gender marriage proposals:

The concern for same gender marriage that is proposed in these United States Of America, and other parts of the western hemisphere, are advocating for the following rights:
* To be able to enjoy all the benefits that a heterosexual couple enjoy legally:
* To be able to have the right to make any decision on a medical issue of a partner, if or when that time comes, legally:
* To be able to have or adopt children legally, without the social scorn that is now associated with same gender relations, and adoptions:
* To be able to leave or bequeath one's personal assets, property, or inheritance to a partner, after death:
* And to be recognized as a legally married couple by society at large, as justified, bona fide, and equal in status with heterosexual marriages:

This is all we are asking the commonweal to understand and allow legally to happen!

The L-G-B-T Pride Celebrations-New York City-2006:

What was once thought of as The Gay disease, was now celebrated by the Gay Men's Health Crisis organization (G.M.H.C). Once again in the forefront, after twenty five years serving Gay-Lesbians-Transgender & The Heterosexual communities with prevention, HIV testing and counseling, providing meals every day for clients, legal advocacy for un-documented immigrants who are HIV positive, and other related services.

Yes, GMHC was another contingent with a float in the Gay & Lesbian Pride parade today, which culminates the end of formal celebrations for this community, for the month of June every year.

There were other HIV related organizations in the parade too, all with their supporters, participants, and onlookers in the thousands celebrating together as Gay, Lesbian, Transgender, same sex loving people, who are also affected and infected with HIV and AIDS.

The theme was. "the fight to save lives continues-with prevention strategies, coupled with continuous efforts to find a cure."

I stood at the junction of Christopher & Hudson Sts, to watch as the parade passed by, and couldn't help feeling proud for all those participants, providers, and supporters who came out in the thousands to support the cause, and to celebrate with us on this momentous occasion.

A 3,320-pound bronze sculpture called Redemption Song unveiled on July 31 in Kingston, Jamaica has become the latest controversy on the island. The statue portrays two former slaves, a male and a female standing in a pool of water with their eyes looking towards the sky. Why the controversy? Both statues are naked as the day they were born and the man who stands about 11 feet tall has a penis that...well...stands tall on its own. Some criticize what they observe as inappropriate European features chiseled in the woman's face.

Emblazoned on the base of the statue are the words of Marcus Garvey put to music by Bob Marley in the song that gave the statue its name "none but ourselves can free our mind." Those who support the statue suggest the controversy over its nakedness is evidence that Jamaicans may not yet be free from the mental slavery that Garvey and Marley discussed. Many of Europe's most famous sculptures are in the nude and are considered works of art.

Does size matter? It appears that the focal point over the debate has become the man's penis, or to be more specific the size of it. Laura Facey-Cooper, the Jamaican sculptor who created the statue says "I did not particularly enlarge that part of the male body to the exclusion of anything else. He has very strong muscles in his torso and buttocks. Both the male and female are very well-endowed in every possible way."

Several Jamaicans are calling for the Patterson administration to remove the statue from the newly named Emancipation Park in which it stands. This would not be the first time a statue has been recalled in Jamaica. During the 1980's sculptor Christopher Gonzales was commissioned to create a statue to honor the late Jamaican reggae superstar Bob Marley. After it's completion the government, then led by Edward Seaga decided that it was not what they were looking for and commissioned Alvin Mariott to erect another which now stands in front of Jamaica's National Stadium. Gonzales's statue spent much of the 20 years since in the National Gallery before its recent placement at the Island Village in Ocho Rios.

At a recent concert in the Emancipation Park given in honor Jamaica's beloved Miss Lou (Louise Bennett-Coverly) popular Deejay Tony Rebel pleaded to Jamaica's Prime Minister P.J. Patterson "Mister prime minister, take down the naked people and put up a statue of Miss Lou instead." Many of the over 10,000 in attendance cheered in support. In a release by the sculptor, Laura Facey Cooper upon the release of the statue she stated "It is my hope that our Jamaican people will be moved by Redemption Song." She appears to have gotten her wish...what do you think?

I was watching your show and interview with Rev. Jesse Jackson on CNN tonight, and would like to make the following comments.

You asked Rev. Jackson why it is that the woman who has accused some athletes from the Duke University of Rape or molestation, she chose to do that kind of work. If she couldn't find some other job.

Well, I get the impression from your question, that Exotic Dancers are asking to be raped, for choosing that type of employment. But may I remind you that thousands of young men and women do that kind of work, to help pay college tuition in this country.

And exotic dancers, (both male and females), are sought after from men and women, from all echelons of this society, to entertain them privately, and publicly, for a fee. And you may be surprised to find out if some member of your family or relatives, have patronized such dancers at some point in time too!

Furthermore, exotic dancing is quite legal in this country. She was not selling sex to these athletes. So until this case is litigated, one must be very careful not to insinuate anything that may subsequently prove unfair, or hurtful to the victim.

Why Do Lesbians Use Dildos?

To answer the above question correctly, one would surely have to be Lesbian. And I am sure, not all Lesbians use or would find Dildos helpful in their sexual activities.

But as a male, I could only try to answer this question based on sexual desire and sexual stimulation. Homosexual men indulge in sexual activities with Dildos too. But not all of them do. Some homosexual men prefer to be the receiver or 'Bottom' (as is used in the Gay community). While others prefer the 'Top' or aggressive position. While some others are Versatile, meaning that they enjoy sex in both positions.

I guess Lesbians too have the 'aggressor, and passive' concepts too, in their sexual needs/activities. Some Lesbians I understand, use Dildos when they are the aggressor or 'Top female,' this helps to make them feel more Gung-Ho, or mimics the Husband's role in that sexual activity. Some use Dildos that have the head of a penis at 'both ends.' This type of Dildo is also used by some Homosexuals in their sexual activities.

However, I think it all comes down to what makes for better stimulation, pleasure, and enjoyment, in the sexual activity.

To Cut Or Not To Cut-That Is The Question!

Circumcism:
The act of circumcism performed on males eight days after birth as a Jewish, Christian, and Muslim religious practise.

I emigrated to the USA in May-1989, and have found American male's obsession with circumcism, practiced by the Protestant and Jewish communities. I understand that Moslems too undergo circumcism.

I grew up in Guyana-South America, and my mother did not have me circumcised. But you know something, I never asked her why. Now she is quite dead, and I will never know anyway. I have also discovered that Gay/Homosexual men in this country, especially those that are circumcised, to be fascinated with those men who aren't. Some even advocate for the cessation of this practice of male mutilation in this country.

I was told rather humorously by older folks during my childhood, that if I fail to wash under the skin or hood of my un-circumcised penis, it will rotten off. And as a child hearing this, I was scared shitless.

So I would take pains to ensure that whenever I take a shower, the hood was thoroughly cleaned. I also found as I grew older and indulged in sexual activities, the sensation or sensitivity that the tip of my penis have when stimulated.

Which some circumcised men claim is not so with them.

As for spreading germs from an un-circumcised penis, I will say this. You do not have to be un-circumcised to spread a virus or disease sexually. HIV and other STD's are spread from ejaculating into the female vagina, or the male anus.

Rarely does one contract a disease from an un-washed, or un-circumcised penis.

And finally, if you do not wash/clean your un-circumcised penis for a single day, the PHELGMA, (that white-ish secretion) under the fore-skin of your penis smells.

And that alone, is a reminder that you have to wash-up!

The Christian Bible was written by The European centuries after Jesus & The Prophet Mohammed walked he earth, and preached their concept of God or Allah, and what he wants from us all.

However, the prophet Mohammed's edict gave his male followers permission to have as many wives as he chooses, so long as each wife is given a tent to live in, and is treated equally as the rest of his wives.

That is still globally practiced and accepted in Islamic countries today.
But the Christian hemisphere does not agree with that position. They claim that it is promoting polygamy. And abhors that practice.

Now tell me which religion is practicing God's wishes for mankind?

Was the Prophet Mohammed just accommodating the thousands of widowed women, who lost their husbands during the Islamic crusade? And therefore had no husband to support them, or take care of the families left homeless, and without husbands!

Is there enough men on this planet, to equal the amount of women in marriage, if that was possible?

I think not, for the simple reasons that women live much longer generally than men do. Men work much harder to provide for their families than women do.

And men are expected generally to provide for their offspring, or wives, regardless of whether or not he is gainfully employed.

Do you fantasize about sex during the day?

Hello!
As a matter of fact, I do so most of my waking hours. Night & Day.
I think that sex is a necessary ingredient for overall mental and physical well being. Humans are biologically madeup of certain stimuli, and the sex stimuli is the greatest one. Unlike the lower animals, humans do not have a 'mating season.'

And sometimes I wonder why so many ignorant Preachers and religious personages complain, when humans indulge in this natural phenomenon. I guess they (the religious domain), still do not fully comprehend the significance of this vital link of human identity, unity, socialization, and inner peace.

But indulged in for pleasure alone can be devastating to one's social, family life, and circumstances. So balance must be maintained if possible. In order to fully explore and appreciate this precious gift. Sex has played a part in determining the fate of nations. eg Egypt & Rome.

The Queen of Sheba cajoled the Roman general Marcus Aurelius Anthony, into a romantic affair with her, leading to a marriage, that saved that nation from domination/annexation to Rome!.

The prime minister of Jamaica recently cleared a week to show an American travel show round his island. He danced for the cameras and tasted national dishes with a smile to sell his country to tourist dollars. During a break in filming, he gave the Guardian an interview.

How did PJ Patterson plan to remedy the damage Jamaica's gay rights record was doing to its image? The smile vanished. "Let me make it very clear," he said. "The laws of Jamaica must be determined by the parliament of Jamaica, and that right we will maintain. We will never - never - compromise." He is perfectly aware that his country's homophobia has become a fashionable British liberal cause and that the Home Office has refused entry to reggae stars known for homophobic lyrics.

So why would a PM so desperate for foreign favour that he will dance on demand flatly refuse to contemplate reform? Patterson was born nearly 30 before Jamaica became fully independent, in 1962. Imperialism is living memory, and his message is plainly legitimate: if you really believe in postcolonial independence, don't tell us what to do with it.

But the vilification of Jamaican homophobia implies more than a failure to accept postcolonial politics. It's a failure to recognise 400 years of Jamaican history, starting with the sodomy of male slaves by their white owners as a means of humiliation. Slavery laid the foundations of homophobia, and its legacy is still unmistakable in the precarious, overexaggerated masculinity of many men in Jamaica. Jamaica was one of the most scandalously misgoverned of Britain's colonies, and since independence we've been helping ourselves to its workforce, while stigmatising it for exporting drugs and yardies.

This has left an emasculating sense in many men thatthe only life that counts is lived abroad. Jamaica today is very poor. The schools are bad, the healthcare atrocious and the police widely mistrusted, and for many the only support comes from churches, many of which dispense a fire-and-brimstone religion that is not merely homophobic, but designed to discourage independent thought. The government doesn't have enough money to make real change, and the reason is simple. This year 69.9% of its budget went on servicing debt. For education, there was less than 10%.

Many Jamaicans are not homophobic, but the prevailing attitude to gays is ignorant and sometimes violent. But the fact remains that of all Jamaica's injustices and deprivations, homophobia cannot be singled out as uniquely intolerable. Although activists are right to campaign about it, it's wrong for public opinion to seize on the issue with no thought for political context. A better emotion would be culpability.

Every ingredient of Jamaica's homophobia implicates Britain, whose role has maintained the conditions conducive to homophobia, from slavery through to the debt that makes education unaffordable. For us to vilify Jamaicans for an attitude of which we were the architects is shameful.

To do so in the name of liberal values is meaningless. Real liberal values would demand debt relief, fair trade, investment - all the boring, complicated features required for a functional and just society. If that happened, homophobia would soon organically dissolve. Jamaicans weren't the architects of their ideas about homosexuality; we were.

The idea that shouting at them will change their minds is no less ignorant and irrational than homophobia itself.

If there are Laws that specifically discriminates against (consensual same sexual relations) between adults, then it is incumbent upon the Jamaican commonweal to agitate against such laws. Let there be a referendum from the general population on the pros & cons of this law, it's genesis, the rational behind it becoming Statute, and whether or not, THE PEOPLE feel that is must be abolished!

If Jamaica's Constitution subscribes to theprinciples of Democracy, then the commonweal has the right to advocate for any change in laws that separate, discriminate or castigate any group, individual or race, because of their sexual identity or orientation.

I call upon the people of Jamaica to continue agitating for the revamping of any law/s that discriminate against anyone, on the grounds of "Same Sex Affection or Orientation." Ultimately the voice of the commons must be heard, and taken into account by the political administration in power.

Because that is the way political & administrative changes are made in Democracies!
